Fees & Government Funding
NSW Smart and Skilled
SWC is an approved Smart and Skilled training provider in NSW. Smart and Skilled is a NSW Government program that supports eligible people to gain qualifications in skills and industries that are in demand.
Through Smart and Skilled, eligible students may receive:
- Government-subsidised training up to and including Certificate III
- Subsidised training for Certificate IV and higher-level qualifications in targeted priority areas

Smart and Skilled Programs Delivered by SWC
SWC delivers training under the following Smart and Skilled programs:
- Entitlement Apprenticeships and Traineeships Program
- School Based Apprenticeships and Traineeships (SBAT) Program
- Entitlement Full Qualifications Program
- Targeted Priorities Full Qualifications Program
Funding is subject to NSW Government eligibility and program requirements.
SWC Approved Smart and Skilled Qualifications

- BSB50420 Diploma of Leadership and Management
- CPP30321 Certificate III in Cleaning Operations

This training is subsidised by the NSW Government.
Who Is Eligible for Smart and Skilled Training
Eligibility is assessed as part of the enrolment process. Generally, Smart and Skilled students are people who:
- Are 15 years of age or older
- Are no longer at secondary school (or are home-schooled)
- Live or work in NSW (or are an Aboriginal or Torres Strait Islander person living in defined NSW border areas)
- Are an Australian citizen, permanent resident, humanitarian visa holder or New Zealand citizen
- Hold (or apply for) a Unique Student Identifier (USI)
- Are an NSW apprentice or trainee, enrolled into a traineeship:
- within 3 months of employment commencement if a full-time employee
- within 12 months of employment commencement if a part time employee
Smart and skilled eligible Trainees are also eligible for fee free training for enrolments up until 30 June 2027.

Extra Benefit: if you are a trainee registered with Training Services NSW and in an active Traineeship, you are entitled to concession fares when travelling on public transport in NSW.
School Based Apprenticeships and Traineeships (SBATs)
SBATs are available to NSW students in Years 10, 11 and 12 and allow students to start an apprenticeship or complete a traineeship while still at school.
SBATs combine paid work, formal training and school study. On completion, students receive:
- A nationally recognised qualification
- HSC credit (Some pathways may contribute towards an ATAR.)
Fees and Charges
Student fees vary depending on:
- The Smart and Skilled program
- The qualification
- The student’s eligibility and personal circumstances
Before enrolment, SWC will provide clear information about:
- Fees payable
- Government subsidies
- Any applicable concessions or exemptions
Enrolment and Notification of Enrolment
SWC’s steps pre-enrolment include:
- Learner completes an enrolment application form
- Learner provides evidence of identification and eligibility
- Learner complete a pre-training review
- Learner provides or applies for a valid Unique Student Identifier (USI)
For Smart and Skilled subsidised training, SWC must complete a Notification of Enrolment (NOE) with the NSW Department of Education before training begins. This involves:
- Learner’s eligibility for Smart and Skilled is assessed and relevant evidence is collected by SWC Training.
- Learner’s consent for use and disclosure of personal information is obtained by SWC Training, as required by the Department.
- SWC Training uses the Provider Calculator to validate eligibility, input details of any credit transfers or RPL and generate details of the fee to be charged to the student and the applicable subsidy together with any loadings.
- SWC Training follows the Notification of Enrolment Process as defined in the Smart and Skilled Operating Guidelines, including.
– Generating and maintaining Notification of Enrolment Report (Provider Copy)
– Completing the Notification of enrolment process concurrently with SWC Training enrolment process and prior to the learner commencing training
– Taking steps to commence the learner in the course on the planned start date and submit training activity data for the learner within 28 days of the actual start date. - SWC Training provides Notification of Enrolment (Student copy to the student)
Unique Student Identifier (USI)
All students must have a USI before enrolment.
Students can:
- Create a USI at https://www.usi.gov.au
- Provide their existing USI during enrolment
- Request assistance from SWC to create or retrieve their USI
Consumer Protection and Changes to Training
SWC ensures that learners are provided with the following information prior to being enrolled.
- Fees, refunds and fee protection
- Student rights and responsibilities
- Complaints and appeals processes
- Recognition of Prior Learning (RPL) and Credit Transfer
- Deferring, suspending or discontinuing training (including any fee implications)
SWC Training ensures the Smart and Skilled Consumer Protection Strategy is in place for all our Smart and Skilled learners, as outlined in our Consumer Protection Policy and our Complaints, Grievances and Appeals Policy. Support and Assistance
SWC is committed to supporting students who experience disadvantage, including students with a disability.
Support may include:
- Reasonable adjustments to training and assessment
- Flexible learning or assessment arrangements
- Additional time or alternative assessment methods
- Modified learning materials or formats
- Language, literacy and numeracy (LLN) support
- Referral to external support services where appropriate
Support is provided confidentially and in consultation with the student.
Commencement of Training
SWC will:
- Commence training on or before the planned start date linked to the student’s Commitment ID
- Submit required training activity data within NSW Government timeframes
- Maintain Smart and Skilled compliance throughout the training period
